What happens when officers who ask questions are questioned ?

I am the employee of Maharashtra Jeevan pradhikaran I was sent on deputation to Zilla Parishad for four years and I found that no entries in the service book were made no applications of leave etc were sent to my parent department MJP from Zilla Parishad Thane and I was delibarately harrassed by my immidiate boss there at ZP who never forwarded my bills, reports leave applications etc for processing I made number of applications for my leave salary pension contribution , missing credits in gpf my leave salary,increement orders,and other issues to ZP and MJP but these were never replied. Now when I saw that even after three years have passed and my increements are stopped without giving any reason and no answers to applications are given and on telephone calls and personal visits to officers every one was trying to blame other office and giving the ailbis. So I started making application under provision of RTI Act 2005 for different subjects for service matters from June 2009 Now four months have elapsed and have made more than 10 applications under RTI on different subjects of service matters related to me.also after elapse of 30 days have made the 1st appeals but no satisfactory information is yet delivered to me and on the contrary I am getting some different type of answers from concerned PIOs such as to complete the service book entries the work is started but for completion no time limit can be given, another answer for leave salary pension contribution PIO says first that your application is not in the format, all other LSPC areday received by this office during the period except yours and no reason is given again after expiry of time limit of 30 days when appeal was made the same PIO writes that your application was in English hence can not understand so come to meet personally in office on so and so date so that it will be easier for us to give you the required information !!!! And in verbal conversation with some of the officers they say that you stop making applications and correspondence under RTI then we will do your work at the earliest or else as 5 years have passed further 10 years will pass and your work will remain pending and we have received orders from higher authorities to extract the record of you from appointment and find points so that trouble can be created for you and to avoid the trouble created by you by giving the RTI Applications
